Giuliani had all the evidence scooped and dumped, and sold to Chinese as scrap metal, so there will never be a thorough investigation into WTC7's collapse. You would think destroying evidence from a crime scene would be illegal, especially given that Giuliani is a lawyer.

No they don't.
Skyscrapers, any building taller than it is wide, are engineered very differently than normal buildings. And some, like WTC 7 & and the Citibank building are engineered to have gravity effect them very differently than normal skyscrapers or buildings.
The Citibank building has no corners so it is engineered using upside down chevrons that direct all the force and structure of the building into the columns that hold the building up.
WTC 7 is another strangely designed building in that it was built over a transformer station and thus a lot of the buildings weight is transfered from the outsides of the building towards the center of the building. While this design caused no problem on a regular basis it made the building very susceptible to a catastrophic failure should it suffer structural damage.
If you watch the video of the building falling you will see it starts sag in the middle, all the weight is on that part of the building, and then that part can no longer hold the weight and it fails. Then you have something similar to a house of cards where once one floor falls on to the one below that one falls too.
Watch the video of the building link and notice that the middle falls first followed by the rest.
Then look a diagram that explain how the building was designed link and see that the weight of the whole building was held up by a much smaller foundation than normal.

its funny that the article stated that there was NO steel from wtc 7. the fema report did have steel from wtc 7 and for what ever reason, the nist did not have analyze it for themselves or make mention of that steel.
Although virtually all of the structural steel from the Twin Towers and Building 7 was removed and destroyed, preventing forensic analysis, FEMA's volunteer investigators did manage to perform "limited metallurgical examination" of some of the steel before it was recycled. Their observations, including numerous micrographs, are recorded in Appendix C of the WTC Building Performance Study. Prior to the release of FEMA's report, a fire protection engineer and two science professors published a brief report in JOM disclosing some of this evidence. 1
The results of the examination are striking. They reveal a phenomenon never before observed in building fires: eutectic reactions, which caused "intergranular melting capable of turning a solid steel girder into Swiss cheese." The New York Times described this as "perhaps the deepest mystery uncovered in the investigation."
A one-inch column has been reduced to half-inch thickness. Its edges--which are curled like a paper scroll--have been thinned to almost razor sharpness. Gaping holes--some larger than a silver dollar--let light shine through a formerly solid steel flange. This Swiss cheese appearance shocked all of the fire-wise professors, who expected to see distortion and bending--but not holes.
FEMA's investigators inferred that a "liquid eutectic mixture containing primarily iron, oxygen, and sulfur" formed during a "hot corrosion attack on the steel." The eutectic mixture (having the elements in such proportion as to have the lowest possible melting point) penetrated the steel down grain boundaries, making it "susceptible to erosion." Following are excerpts from Appendix C, Limited Metallurgical Examination.

Considering it housed the Office of Emergency Management, Secret Service, CIA terrorist response teams there is no telling what kind of munitions were stored there or if there were large amounts of materials i.e. explosive/chemical that could elevate heat levels beyond normal fire conditions.
