8x burner can't read burned -r at 12x

only 8x, but for pressed dvd it can do 12x WTF?
so I must buy a 12x burner to read them at 12x
a 16x to read at 16x and so forth

No.

If your question is you burned 8x media at 12x and can't read it, then that is a normal error when burning @ faster than rated speeds.

If you are asking if your DVD burner can just plain read 2,4,8,12 and 16x media, then the answer is yes. It should be able to just fine.
 
so why can't I read burned 4x dvd-r media at 12x instead of 8x? even 8x burned media will not read past 8x, they have set this limit cause they think it will cause errors
This sucks because at 8x reading starts at 3x instead of 5x so I waste more time for the burner to go from 3x to 8x then 5x to 12x
A 16 dvdrom willnot solve this problem as it can't read dvd-r or +r
only pressed cd.

 
Different drives have various read speed limitations for each media type programmed into the firmware.
Many drives will not read Recordable DVD media as fast as a Pressed DVD-ROM disc, but there are some writers that can, such as the NEC 3500A, 3520A, etc...
What drive do you have ?
 
The speed rating on the DVD+R or -R has no impact on the reading speed, but only the writing speed.
The speed of reading is depended on your DVD-ROM.
 
Looks like I'll have to buy a new liteon burner but why is 8x burner and 16x priced the same? seems like you be better off with 16x anyway even if you can't burn most media at 16x it still beneficial to read it back at 16x max
I'm sick of taking 11-15 min to read a dvd-r instead of 7-8 🙁 but I must spend 54 bucks more 🙁

I don't know what rip speed unlock is either, I thought it was just for ripping dvd's
