Where specifically can I go to force a refresh rate at a resolution?

Also it seems even though I've set force refresh rate on, prey will not listen, the monitor is at 60 hz and it will not limit the fps there is tearing.

I am using the newest drivers from nvidia's website, not beta ones.

I have tried forcing refresh rate in rivatuner and still when I open prey it goes to 60 hz with tearing.

For Prey specifically, you can use the console command r_displayrefresh. I don't have Prey but it should be the same as other Doom 3 games.

In general, if you're using XP, you can edit your monitor's inf file (or use Rivatuner to do it for you) and remove all the low refresh modes. When you load the new file in, Windows thinks that your monitor is not capable of displaying the low refresh rates and never allows programs to output them. This is the only fully reliable method I have found; all the refresh rate forcing utilities seem to fail in some program or another. I'm not sure if this procedure works on Vista though.

I found a program called reforce, worked perfectly.

Now the problem is, prey as well as the rest of the doom engine games I'm guessing seems to be limited to 60 fps, that is really stupid, 85 fps with vsync is so much better.

Anyway to uncap the fps limit?
