What is a flip disc? They are developing a dual layer dvd-r to compete with the dual layer dvd+r.

...but DVD+RW and even dual format drives should be able to deal with these new discs... it'll be like the 80-minute CD-Rs al over again, all writers can use them

That is yet to be seen. It might just be a firmware upgrade to be able to write dual layered dvds but no one has said anything yet.

All current writers will be able to read them, but writing is a different story.

What is a flip disc? They are developing a dual layer dvd-r to compete with the dual layer dvd+r.
That brings back old memories of the Commodore Days. 1541 single head drives and Double Sided/Double Density floppies that we flipped over to effectively double the storage capacity (348KB baby!).

Does anyone have any idea if these would play in current DVD players that support + and - ?

Yes these will play in most players. The players will look for the second layer if it is needed. Nothing different than a typical dvd that has two layers.

I seriously doubt any recorders out today will be able to write to these disks. They do not have the highly focused optics required for focusing a beam within a few picometers of another track.
