8.3 format?? What is it?

I have been having a hard time flashing because I am to rename because long names are bad...help

eight characters for the file name, three for the extension.

ex. FILENAME.rom

So 9800prxt.bin would be what I want...right?

Yes, that's an 8.3 filename. If you want to make it simple when you're flashing just make a new.bin file for the new BIOS and back up the old BIOS to old.bin. Whatever you do, before you flash BACK UP YOUR OLD BIOS. IMO, you should just overclock the card and let it be.

If something messes up, don't blame me.
