7900gt..ahg....is my 7800gt "dead?

I bought mi eVGA n516 7800gt for 289bucks and less than trhe monts later, it is "dead". So i was thinking to use the step up program, and pay the diference.

But thre's a big problem.
Im from Chile. how could I do this?

Reading some posts in the EVGA forums I can see that some people from country's other than the US have been able to get it approved. Have you tried at their site? You can always give them a call to find out too.
