With those things in mind, has she considered getting an older car? I mean, it sounds like she's on a budget, and doesn't really need too much.

That, to me, says buy a used car (96-2000), or at least get the cheapest one of the bunch she's looking out...unless the warranty for one is heads and tails above the others.
