BTW this is Killa's brother

my current specs are:

Celeron 1.7Ghz @1.8
1GB PC100 SDRAM
Geforce 2 ULTRA 64MB
Western Digital 80GB Special Edition.
Ahanix Black Knight (in the mail)

I also have a pile of old fans (80mm, 92mm, and 120mm) that I am not able to use due to lack of fan mounts.

I have alotted $750 to upgrading (I'm willing to go over by a few bucks)
I want to be able to play HL² and Dööm 3. I also do a very small ammount of photo editting, but anything that can do HL² can do that...

I'd wait until the new video cards from ati and nvidia come out, should only be a couple weeks now.

yeah you should wait but I think something like:

Athlon 64 2800-3000+
Athlon 64 mobo(I haven't read enough about them to tell you which one)
1 GB PC3200
ATi Radeon 9800Pro

wouldn't be too far out of line with what most will probably tell you.

I was under the impression that he had a case on the way.
I also assume he has a PSU and some form of optical drive.
Also his HD is fine for now.

If you don't have a PSU get an Antec, Enermax, or a Sparkle.
As for an Optical drive, I'd recommend going with a Lite-On like Nick said.

;)

I already have:
Celeron 1.7Ghz @1.8
1GB PC100 SDRAM
Geforce 2 ULTRA 64MB
Western Digital 80GB Special Edition.
16X/48X DVD-ROM
MadDog(antec) 48x/16x/48x CD-RW
250MB Zip drive
3.5" floppy
5.25" floppy (for nostalgia, everyone asks why it's there upon noticing it, it isn't hooked up though...)
300 watt PSU modded* to have an 80mm and 92mm
Ahanix Black Knight (in the mail) with no PSU

*I did it with a vice, a hammer, a hacksaw, and a chisel. After seeing the monster I had created, I bought a dremel...

That's what I plan on doing. How low will the 9800Pro go directly after the new releases, do you think? I definetally can't afford them (R420 and NV40) though...
