They dont check these things before they sell them so expect to have to pay shipping to send it back to them, and restocking if you want your money back.
Imo, $75 is a rip off for a used fx5200. Hell it's not even an ultra. That ti4200 is a pretty good price though. If you need a cheap card it's the one to get.
I have never bought a video card refurb from Newegg, do they all ship barebone or do you get accessories sometimes? I have had good luck with thier refurb motherboards.

You never know what you will get. Sometimes you get all the accessories and discs and sometimes you'll get just the card.
BTW: I got an fx5200, used it for about 2 weeks and then bought a ti4200.

Yeah my new dell came with a 5200, used it for a couple hours and then swapped in my old Geforce2 Ultra and noticed all around improvements, sold the 5200 ASAP.
on the flip side I've had bad luck with newegg refurbs....got an ASUS Ti4200 128M....worked great for a day or so until I got some nice vertical lines on the display...I ordered another Ti4200 Leadtek I think...and it was bad. Then tried out a FX5600 Ultra....ended up going bad after a few days.......just have to rely on my GF3 Ti200 for a little bit longer until prices go down on the ATI cards.
