I doubt that the extreme measures that you took is related to your problem.

What is the Authentication scheme of the provider?

An address in that range is auto assigned by windows when it can't find a DHCP server. This is by design so you can plug two machines into a hub/switch/crossover cable and they will get ip's which are nonroutable but allow them to communicate.

Do you have to register your cards MAC address with your cable modem company?

Try moving the ethernet card from your computer that works into his. If your provider uses the mac address of the ethernet card then you need to use that card or one that you can change the MAC Address on.
 
Yeah, you can't release the IP becuase you cant obtain an IP lease to begin with. The IP you have is an APIPA addy. The box is failing to reach any DHCP server. Work on that.
 
try power off your cable modem and wait 2 minutes. (official ATT response)

Your cable modem might need to request a new network ack. Or whatever, This should work.
