You need to provide a lot more information than that. Does he need a monitor? Printer? What sort of applications does he run? Etc.

Look to HP/Compaq or eMachines. Until you provide more info, I can't be any more specific.
 
It's fairly common to find nice pcs for way under $500 in the Sunday newspaper ads these days. CompUSA, Staples, Circuit City, etc.

I bought a nice Compaq for $200 after rebates, it has a 160g SATA hard drive, Athlon64,dual layer DVD writer, 512mb pc3200, as an example.
 
I just bought a Dell Laptop for $450. You can easily upgrade the HD to 100gb if you want for a bit more.

go to fry's or look in the newspaper for a week. you'll find a pretty good system for underr $700
