Uhh, never move the wires around on the psu harness plugs, just on anything that plugs into it. If you're like me, you'll start changing things around, forget, and plug in to a dead short.
I had some trouble following your explanation, here's my method-
Sounds like you're dealing with a pass-thru connector, right? Complicates things a little. Starting from stock configuration,Y-B-B-R, completely remove the black that has the fan ground attached. Completely remove the red that just goes across the pass-thru. Put the loose ends of the fan black where the red came from, put the red in the holes that remain. Stock is Y(fan red)-B(fan black)-B-R, you'll have Y(fan red)-R-B-B(fan black) at both of the pass-thru plugs. The psu harness remains Y-B-B-R. The open end of the pass-thru(female pins) will have stock voltages, 12-Gnd-Gnd-5. This is very important.
7 volts won't work on a psu with no load- there must be sufficient load between 5v and ground to allow for proper electron flow. I've only ever encountered a few Sunons that wouldn't start at 7v, everything else has worked fine for me....
