On 4th down Oregon threw into the end zone. The ball was tipped (by a guy who stepped out of bounds before touching the ball), and it was caught (by a guy who stepped out of bounds before catching the ball and nearly landed out of bounds after catching the ball). It was ruled a touchdown. They reviewed the play and determined that it was not a touchdown because the guy who caught the ball stepped out of bounds before catching it. Oregon challenged the call and it was overturned AGAIN because they determined that the guy who caught the ball became eligible again when the ball was tipped.

Yes both Oregon players stepped out of bounds. Although the tipper was "entangled" with the USC defender at the end of the endzone and that may have caused the refs to overlook at out-of-bounds infraction.
