I guess there's been issues with using an Intel processor and hwinfo combined with rivatuner and afterburner . It shows cpu 0 at idle speeds and never changing on screen monitoring . I noticed it was different when I turned monitoring off , it showed cpu zero at full speed while playing BF1. Must be a bug with the game and those applications I mentioned ?

I have i7-5930k, I use hwinfo64 with rivatuner and also use afterburner and do not have this issue.. my cores are usually jumping around unless I'm running a game or something do they usually go to their full speed. I set up to show core 0 while playing a game and it went up to max. I'm stress testing right now and all cores are at max as well.
 
That's weird that you see core zero getting maxed... What game is that in.. I used overwatch s and battlefield 1 and core 0 was at 1.2 and all other cores at 3.8. interesting that when I use openhardware monitor and don't use riva Turner or afterburner then in that little app it shows all cores maxed.. must be a glitch
