6800NU slowdown

I'm getting some weird slowdowns, so far in CoD and CS:S. In CoD it'll run at 25fps or so at times, but it's also normal (or what I think should be normal) at times as well. Just doesn't seem like I should be hitting anywhere near 25 regardless on a 6800NU.

Drivers are 71.89, I've tried reinstalling em after using Driver Cleaner to remove em. Didn't fix shit. System specs are

XP 3000+ (200mhz fsb)
512mb pc3200
BFG 6800NU 16/6 (ran at stock and 385/785, both get the same slowdown)

CoD is running in 10x7, all max details, no AA or AF. I'm thinkin I shouldn't be hitting 25fps or so regardless of where I am or what I'm doing, but what's really pissing me off is sometimes it drops to 15-19 for like a minute, and in some places 7-8, I just got done playing one level that was running at a constant 1-5fps.

CS:S is a little better, 10x7 DX 8.1 specular and bump mapping off 2xAA 4xAF. I'll get random dead spots on different maps, where any time I'm in that area I'll drop to like 12fps, then when I go passed it it'll jump back up to normal frame rates. Happens a lot after taking screenshots, or when a new map is loaded. It's like I'm getting a memory leak or something, but I have no idea what's causing all this shit.

Friend of mine has the same card, he was experiencing the same dead spot deal in CS:S, it happens on and off for him. Any one else getting anything like this? So far CoD and CS:S are the only games I have installed, I'm about to load up D3, UT2K4, and a few others and see if it still happens.
 
my 6800 would run cod at 11x8 noff/8af no problems on a xp2500@3200 and 1 gig ram at 200fsb. motherboard drivers maybe? or a setting in the bios that doesnt agree with your set up?
 
Temps were fine. I've got an NV5 on the 6800 and it was idling at about 41C. I set everything to SPD in BIOS, loosened the ram timings backed down the cpu speed etc. I also tried setting the 6800 back to 12/5 from 16/6, no dice. Still getting the same problems. Fast writes shadowing and all that good stuff is disabled. Popped a 5700 Ultra in and I'm getting the exact same thing, so I don't think it's the cards. I'm gonna install the 66.93's and see if anything improves on either card.
 
Installed the 66.93's and where I was getting 1-4fps in 10x7 on both cards, it shot up to 25 on my 5700 Ultra in 12x10. Gameplay was much smoother, I think I hit a low of 21fps using the 5700U. Looks like the 71.89's have a problem with CoD. Anyone else confirm this?

And the CS:S thing has been happening forever. A lot of users in the steampowered forums are getting the same thing using various cards. Since some people aren't having this problem I'm hoping its an Nvidia or ATI driver issue. Cuz Valve wouldn't know a fix if it dropkicked em in the face.
