If is it 4.6 GHz stable, its average. Not bad. I did tests with CInebenchs R15. Try jump up with your voltage to 1.475V and try 4.7 GHz (and after 4.8 GHz) Cinebench. I think, it will be OK, so your CPU will be in average range
 
So I guess I have a "decent" 6700k based on the voltage? This is peak with IBT.

What board? The Speed Shit Technology is either disabled or not present in bios. Check for an updated bios..
