6600GT AGP bad at hl2?

Hey, I just read the reviews on anandtech and on a few other sites about how the 6600GT is supposed to be a kickass card for $200. Well I picked up the XFX retail card, and I don't think it is running correctly?

I am using the latest official drivers from nvidia I have all settings set to max except for AA and AF which are both set to 0.

My CPU:
AMD 64 3000+
GB K8N-Pro (nForce 150)
1024MB PC3200 RAM (clocked at 2700 due to POS motherboard)
550w PSU
Windows XP Media Center SP-2

When I run the CS:S video stress test on 1024x768 I get an avg of 99FPS.
When I run HL2 at 1024x768 it will run at 100-200fps indoors, and drop to 40-70 outdoors and in big firefights.
I have seen it drop as low as 17 fps when a lot is going on.

Is this normal?

PS - When I play doom3 with all settings maxed except AA and AF at 1024x768 it runs smooth constantly... But I don't know how to check FPS in doom3

Benchmarking
You should always ignore the first benchmark result if you are not appending 'usecache' to the timedemo command. Doom3 often pauses while loading models and textures for the first time.

1) Load Doom3 using the shortcut that enables the console
2) Open the console using the ' key below ESC or press
CTRL+ ALT+ ~ (US Keyboards) or CTRL+ALT+ ' (UK Keyboards)
3) Enter the command timedemo demo1 usecache
4) Wait until demo has finished and note your FPS
5) Adjust your settings/tweaks and repeat steps 2 to 4 until you find the settings with the best average FPS

disable most if not all AA/AF and you should enjoy good 50fps+ playable rates at most mid to high resolution/detail settings
this is what reviews seem to be saying about these upper games on this card
 
i was actually looking at this card or even the non-gt version as a cheaper alternative to the 6800gt
