I am looking to build a $600 PC for my mom that will be used mainly for photo editing, surfing the web, and checking email. It does not need to include the monitor. Everything else though. The only extra thing she wants is a card reader in front but those don't seem to add much cost.
 
Dell Optiplex (3yr warranty std) from the Dell Outlet. Even the $400 one is plenty sufficient for your uses.
