I will mainly use it for light gaming (Civ4, CnC, WH: DOW), school work, and watching 720p movies. Suggestions? Should I get a 7900GS instead of a 8600GT? Which is faster? Should I go for a faster processor?

nope. They won't consider any offer below their price; be it 1RE lower.
 
I would recommend you get a D2C processor with 4mb cache... In general they are faster above the 2mb equivalents even without overclocking.
I also suggest you get a good CPU heatsink like tuniq Tower 120, Noctua NH-u12f or Thermalright Ultra 120. its $55 worth the investment
 
i think you should buy e4300 not e6300 because ,e4300 can overclcok much better on ValueRAM while e6300 generally requires more expensive DDR-800 , the price difference between DDR-667 and 800 is very large here in Pakistan . So go for e4300 !

I'll probably buy from galaxy itself. Benchmarks prove 7900GS is a bit faster than the 8600GT and even the GTS.
