Well probably 90% of all highschool/college students break the law by the time they're 24. Every drank under 21? Smoked pot? Then you're one of em. 😉
 
That means we should arrest more than half of them before the reach the streets.

Yes, but 60% of the bullies are stupid enough to get caught.

I actually the percentage is probably low. I would say 95-97% of peeps have broke the law by 24 with the exemption of one law, speeding.
