Radeon 9800Pro is actually 223 the cheapest on pricewatch

but 5900 non-ulta (not se version) with 400gpu/850 memory is $163 with shipping

Still ATI with its 9800/9700 series are untouchable in directx 9 shader performance and AA+AF speeds in high resolutions vs Nvidia just check this out:

The question the OP probably wanted to ask was:
5900 Ultra or 9800 Pro?

Which a lot of people have answered. But for <$200 the question should be:

5700 Ultra or 9600 Pro (maybe XT?).

I'm a long time Nvida user but I would go with the ATI cards simply because performance is basically a wash but the ATI's have come down in price a lot more.

Newegg has the 9800 Pros for $229. 9700 Pros are $190, so I'm sure the 9600 Pro/XTs are in that range too.
 
for less than $200, you have only 1 choice. BFG 5900nu Retail $175 at newegg.com

if you can save more $$ then go for Sapphire OEM/Bulk 9800pro at newegg.com for $224.
