I thought I knew all the TCP/IP error codes.

Does this mean that the recipient of my email has let their email box overflow? If so, is the mail deleted on the other end (a copy was bounced back to me).

554 does mean that the recipient has gone over their allowed quota. All mail will bounce until the recipient downloads their email to get under the quota.
 
any way to force mail to bounce back to the original sender? other than going over your quota limit of course..
