5500/5700 work max on PCI-E 4.0 X8?
on AMD X570 Motherboard
why buy expensive motherboards 570 if not getting all the bandwidth PCI-E 4.0 X16 ?
Is it a motherboard or video card restriction ?

Well there are a number of reasons why someone would go for 570. Obviously many don't need/figure they won't need the features until later when prices are lower. Although you won't saturate the x8 slot for 3.0 or 4.0 from my recollection I believe I have read some will want to use the x16 slot depending on if you plug something into any x8 slot. I can't recall what the reason was unfortunately.

I will say I don't think it's a card limitation, since these new cards state PCIe 4.0 "support" or "ready". Again, from what I understand 4.0 will improve throughput when the amount of data exceeds what's typical today. It sounds like near future games will be needing more than 16GB of ram and will utilize the wider bus.

Wish I was more helpful but HTH.

An Aorus 4 NVMe card needs x16. Video cards, not so much.

Remember, PICe 4 has double the bandwidth of 3.0, so PCIe 4 x4 is equivalent to PCIe 3 x8.
