4x dvd burns only at 2.4x!

Hello, I have a LG DVD-RAM burner (GSA-H22N) and nero 7 ultimate edition. I cannot burn anything at its max speed, for example, if I try to burn a 4x dvd, it will only burn at 2.4x, if I try to burn a 16x dvd its max burn speed is 12x. If I burn a 48x cd, it will only burn at 40x. The LG drive is rated at 48x CD, 18x dvd and 12x dvd-ram burning speeds. I have tried other burning software and it still won't burn at it's max speed.

Any suggestions?
 
Not sure if you mentioned (you weren't clear) but what speed is the media your trying to burn onto? Your blank discs have speeds you need to look at.
 
I have used sony and philips 52x CD-R, would not burn faster than 40x, memorex 16x DVD+R would only burn at 12x and imation 4x DVD+R would only burn at 2.4x. I do not buy cheap or off brand blank media.
