4K Monitors

I want to get a new monitor that will be used mainly for TV and some basic computer work (not games). I have poor eyesight and see better with a higher resolution monitor.

What type of video card will I need to fully utilize 4K. The monitor I'm looking at has

- Resolution: 3840 X 2160 (UHD)
- Displayport: 3840X2160 @ 60Hz / HDMI 2.0 X1: 3840X2160 @ 60Hz
- HDMI 1.4X2: 3840X2160 @ 30HZ / RGB(D-Sub): 1920X1080 @ 60Hz
• Input port: DP / HDMI 2.0x1 / HDMI 1.4x2 /VGA/ AUDIO IN / AUDIO OUT / SPDIFOUT/USB/ACIN
• HDMI: 480p/720p/1080i/1080p/2160p 30fps(HDMI2,HDMI3)/2160 60fps(HDMI1)

I believe that for the standard computer work, there would be no problem, as the monitor likely would have a higher display than my video card. But with my Cable TV, it should really shine. Does this make sense?
 
It is important that the 4k tv is able to do 4:4:4 chroma if you want clear text. most cheap 4k monitor will most likely do only 4:2:2 or 4:2:0. The newer Samsung tv would be able to do 4:4:4.

Also, not all video card will do 4k 60 fps on hdmi. You will need a gpu capable of outputting hdmi 2.0. The new Nvidia gtx 10 series and AMD Rx 480 / 70 / 60 would do that.
