4chan is just like organized crime and law enforcement should crack down on this lawlessness. You can't blame legitimate businesses from wanting to stop the distribution of their property but they should also respect the law. I doubt attacking The pirate bay is legal.

The problem (or the beauty, depending on your POV) is that if they shut down 4chan another site will just pop up to replace it. The will of the people on the internet is very strong, and I think it will be very difficult to oppose it.

Seems Aiplex admits to using DDoS attacks. It's mostly prevalent in the Bollywood scene, but some US film companies are starting to use the service.
