here At the time of signing, Japan was still recovering from a crushing blow dealt by the Soviet forces to Japanese 6th army in Mongolia earlier in August. USSR and Japan signed a temporary non-agression agreement (which Japanese did abide by until USSR attacked them shortly after Hiroshima and Nagasaki bombings), one of the reasons why the Axis Pact includes Article 5. Hitler knew full well that Japan will not wage war against USSR. In fact, in September 1940 USSR was still flirting with the idea of joining the pact, and plan "Barbarossa" was still in eary planning stages and has not been signed into order, and Hitler still agonizing over the decision whether to invade England or not.
