I don't know about the X264, but use Riva Tuner for increasing the fan speed and follow this guide here:

Also, if you like messing around with the card, or if you're getting ridiculous high temperatures, it helps a lot to change the thermal paste, since it's way too much over the GPU and acts more like an isolator.

I'm currently started using bios editor to make changes to my 4870.

I changed my T min from 58 to 40 for a nice auto fan control. Also changed my voltages from 1.203 to 1.083 and my clocks to 200core 200memory.

When I game I just use AGT to switch to 1.263v 815core 975memory, and then use it again to restore back. Power saving and keeping heat out is my goals.

Currently I my desktop runs at 45c @ 8-9% fan speed on stock cooler

Got to go, but I'll add more later.


 
Check out Media Player Classic Home Cinema. I just started using it, and it drops my CPU utilization to maybe 10-20% instead of 80-90 when playing 1080p x264 videos. There's a few settings that have to be properly configured, but the site should explain it.
