I'm not sure how this is supposed to work, but I don't see how splitting the challenge vote 46 ways will yield their desired result.

If I'm reading this right, 45 people can each get 1 percent of the vote, and one of them 6 percent. Then even though Newsom gets 49 percent, the 6 percent person becomes governor.

That's a crazy setup.

This is a super simple ballot with two questions.
The recall ballot will ask voters only two questions: (1) Should Gavin Newsom be removed from office? [ ] Yes [ ] No
(2)If Gavin Newsom is removed as Governer, who should replace him?
Candidate list: [ ] with check boxes next to candidate's name.

If Newsom fails the first question, he loses, period. If he wins the first question, there is no more recall election, as I understand it. Gray Davis was the last governor to lose a recall and that was when we got Ahnold. It's gonna be a steep hill to get the removal vote, IMHO.

IIRC, this is correct. The first question is a simple binary choice. The issue of "45 candidates" is irrelevant unless the majority say they want him out.
