$440 ticket from a parking enforcement officer

my dad gotta ticket yesterday for $440 yesterday and i think it was a mistake. he parked his car in a loading zone and stepped out of the car and the owner of the place told him to quickly move it because he's not allowd to park there. as he stepped into his car, a parking enforcement officer quickly pulled up to block him and starts writing the ticket. my dad and even the owner of the place tried to argue with him saying it was a misunderstanding but that guy was being an ass and still gave him a ticket. when he got home to show me the ticket, the citation was for a freakin DISABILITY VIOLATION which is total b.s. the disability lane was right next to the loading zone but he did not park in the disability lane at all. i know that loading zone parking violations are only around $40 so i'm thinking of trying to write an appeal letter for him because his english is really limited, any tips on what i should include?
 
Take pictures of the area, get a statement from the owner of the location that was there as well.

Done deal.
 
it wasn't given by a police officer just one of those guys in those lilttle go carts where their primary job is to give out parking tickets
 
there is no option for court.. there is an address on the ticket to mail the payment and there's also an address to send a written appeal to the City Treasurer Parking Citation Review...so i guess i'll be taking pics of the parking spots and getting a statement from the owner as well, thanks guys
 
Since our tax dollars pay for that little ticket officer......... your dad should have looked at him, ripped up the ticket, and said "YOUR FIRED" haha 🙂

Take a pic and post here for verification. Did he park right on the loading area and nowhere close to the disabled spot (which can be an actual parking spot, along with another spot filled with diagonal lines).

They are still LEOs, and therefore count as police. But yeah, write to the appeal address, with a picture and signed statement by the owner of the place (if possible)

So have your dad demand one. It's his right. And have him subpeona the business owner as a witness in his defense.

do you guys work for commission or something? why would someone be such as ass just to fine someone $440? i don't understand unless they're getting a piece of it.
