403 Forbidden Nginx Error

For several months I've been getting a 403 forbidden nginx error from my home connection. My home connection is on Charter internet. Oddly I also get this error from Tom's Hardware forum starting at the same time. I've changed DNS and it happens on fresh install of Windows. I'm wondering if someone got the IP block I'm on banned. I can PM you my IP if necessary.
 
This is a permissions error, likely due to the use of a public network, VPN, or TOR IP address. We often block IPs due to spam and malicious attacks on our site. If you are on a public network please try to connect on a different network or contact your network administrator. If you are using a VPN or TOR please cycle your IP address as it is currently block due to spam.
 
Hi, i've recently had this same issue, first google started giving me unusual traffic message and now toms hardware forum has blocked me as well. How can i check if my IP is being used to spam, i am not using any VPN or tor browser. is there any way to identify the program that is sending the spam?
