What specifications are important to keep in mind when purchasing to replace a monitor with a TV?
I've tested my desktop out on my 32" TV, but it's only 720P and it looks like absolute crap.

Right now my current setup is a monitor 1600X900 21 inch.
GTX460.

The TV is on sale at my local BestBuy for $400.
I believe it's this model. http://www.bestbuy.com/site/Dynex%26%23153%3B+-+40%22+Class+/+1080p+/+60Hz+/+LCD+HDTV/9693695.p?skuId=9693695&id=1218150610512

Is this a good replacement candidate?

Make sure you have enough space, you would need 5 feet or so for that to look okay with a PC.

If your gonna shoot for a TV I'd suggest going smaller and of better qualitiy. Best Buy has some Panasonic on clearance. A 32" 1080P was 399 at my Best Buy. Not sure how input lag would be tho....But it does have an IPS panel in it.

I've been using a 40" Sharp E77U as my PRIMARY PC display for over a year now and would never go back. One thing i would suggest is you try it in person first, i was very fortunate and it took very little tweaking to get perfect.

I use DVI (PC) to HDMI (Back of TV) and it works perfectly with my XFX 5770.

Whichever TV you choose make sure YOU like it, that's the most important part.

My only complaints:

My HDTV is not compliant with "auto shutoff" or "sleep" mode with my computer, meaning that when my computer goes to sleep my TV stays on

Auto dimming / Brightness , my Aquos TV has many many "auto" settings and i find that the auto dimming based on the light in the room feature messes up my PC experience during gaming. So i leave it on "PC" mode (which also has the fastest response time according to AV forums)

You need a TV that supports 1:1 pixel mapping.
Typically the TV's with native 1366x768 or 1920x1080 resolutions support 1:1, only via digital connection (DVI-D). HDMI@ 1920x1080 may give you 1:1 as well.

1:1 will give you ultra sharp crystal crisp clean texts and images. They will also look extremely authentic.

But you need to go with a name brand TV, not some Dynex or no-name brand crap. Invest a good couple of grand on professional grade Panasonic or Pioneer, or even Samsung. I spent good 8 grand just for two plasmas several years ago and they are still doing justice.

I repeat, don't buy consumer version, get the professional grade. Consumer TVs = GAY

You will thank me later.
