I had exactly the same problem. For me, it turned out to be a parallel Zip drive causing problems.

You may want to try disabling the network connections. I had troubles with constant 20% CPU usage peaks every couple of seconds. Disabling the network connection to the cable modem would fix it. Updated the NIC drivers and now the problem is gone. My system still has a constant usage of about ~4-5% though.
