No, McDonalds fries are NOT cut potatoes. They mash potatoes, add preservatives, then injection mold them into french fry shapes.
The burger, though, is 100% beef... at least that's the way they are now.
There was another video of a guy who took McDonalds burgers and fries, as well as burgers and fries from a small local place and put them in separate glass containers. Everything went bad pretty soon (including the McDonalds burger), but the McDonalds fries went on forever and never changed appearance.

I turned it off after he said "to give you an idea of how this food breaks down in your body, we're going to show you how it breaks down its own over the next 4, 5, 6 months." How are those two things even comparable? You think food stays in your digestive system for 6 months?
