4 Port Hub

I have a 4 port hub. It is a SOHO. 2 questions:
1) is there anyway to make port 1 not share with the uplink? (making 5 ports total)?
2) port 4 just completely doesn't work. It isn't shared with the uplink or anything like that (as you all might already know). Can 1 port just stop working? Am I doing something wrong? (I have already tried different cables and different things on the other side of port 4)

any suggestions are welcome.
