3rd party programs and VOIP for iPhone?

Is it possible to program/install 3rd party apps on an iPhone? My biggest hope so far is taking advantage of the unlimited data and using a VOIP program on the iPhone, thus bypassing any regular monthly minutes fees or requirements.

It says something about web2.0, what is that exactly?

Currently you cannot write 3rd party applications for the iPhone. The best you can do right now is create websites customized for use with the iPhone. You're limited to AJAX at best (some fancy web programming tricks) - Java and Flash are currently not supported, although Flash is rumored to be coming in a future update. Also, at the very least you'll have to pay for 450 minutes since that's the smallest iPhone plan you can get.
