3DMark2001 in Win2K

I cannot install 3DMark2001 on my machine, which has Win2K SP2 and DirectX 8.0A. During the installation procedure, the progress bar displays "Initializing textures..." and then an error message pops up:

Could not create Direct3D device.

I have a Voodoo3 3000 that is using 3dfx's 1.03.00 BETA Win2K drivers off their website. Could this be the problem? It's funny because the hyperlink says "1.04.00 (Supports DX8)" but the filename is v3-w2k-1.03.00.exe.

3DMark2000 runs fine, however, as does Quake III Arena.
