Maybe because he plays mostly DX8 games?
 
That is a bit low. My guess is the Cas 2.5 setting on your ram. Your cpu with that card should get close to 20000 I would think. Ram at 200mhz?
 
Here are marks from an review with XP processors and a 9700 pro. Your cpu is significantly faster than these and the scores here aren't to far behind your setup. I would think its your ram setting. 2001 3dmarks

ive got a 200 point increase from 71.89 to 76.45

I got a 83 point increase. From 7598 to 7681. I'll take it. Now, It's time to overclock.😀
