38% CPU utilization on IDLE after fresh boot??

I'm running win98 and I am connected to a network at a university using a standard 10MBps ethernet card. When I boot up I have a constant cpu utilization hanging down towards the high teens and bursting to 38% every few seconds. I only have few programs running at starup which are for my tv tuner card, sound card, AIM, asus probe, and netmedic which I used to find my info. Also checked windows built in resouce viewer and same results there.

Anyways I'm running a 1.1 Ghz Tbird with Asus A7V and 256 PC133 cas3 and a Radeon 32MB DDR graphics card, soundblaster live value, IBM 75GXP HD.

Is this normal or what the hell is wrong? would my network card be taking up some resources?

Download WinTop, one of the Win95 Kernel Toys by Microsoft. It shows each process your computer is running and how much CPU utilization they take up.

You can find it on the Microsoft site by searching for Kernel Toys. However, make sure you only install the WinTop component. The other kernel toys in the package are meant for Win95 only.

I installed WinTop and it says that 97% is IDLE, that's really weird.

Its a Windows 98 problem or at least system monitor, I havent seen and installation on 98se that system monitor doesn't report incorrectly.

From my personel experience wintop is very accurate. System monitor should only be used to report memory issues (swapfile, disk cache, free memory, etc.)
