its called peltier, and when you run current through it it makes one side cold, but the other side gets super hot, and you have to remove that heat or it becomes very inneficient.

Exactly and when paired with a water-cooling system or even better a chilled water system (without getting too extreme in price) it will cool like whoa.... gonna be doing that on my next system.... mmmm uber-cool!
