3500U laptop 0.4 Ghz when on battery

I had the exact same problem, I replaced the battery and ac power adapter. That fixed the problem. Pretty sure it was the ac adapter, the battery was shot so I replaced both. It wasn't supplying the proper charge, even though it showed the correct voltage on a multimeter, it still wasn't giving the system what it needed so it clocked the CPU down so bad it was pretty much unusable. IT literally would not run over 400mhz.
