should i get ddr3200 (corsair XMS) to give myself the best chance of hitting FSB200mhz and running my ram at 400mhzddr, or is this a real waste of $40? and i should just get ddr2700????

To hit 400mhz memory bus you need to run your FSB at 150 mhz with 3:4 memory timing. Unless you have a 1.6/1.8 ghz p4 northwood, your odds of hitting this speed are pretty low.

I have a p4 1.8 which I run at 133 fsb and memory timing of 3:4 which gives me a memory speed of 178 mhz or 354 DDR. All this in the IT7 and using Samsung 2700 DDR memory I doubt that you need 3200 DDR unless you either have a slower p4 or have some insane cooling.
