Since this card doesn't have TV-out, you wouldn't be able to do both. However, I've got a Radeon All-In-Wonder which is similar to this card (in terms of speed) but with TV-out and a lot of extras. On my All-In-Wonder I can do TV-out and monitor at the same time.

The Radeon DDRs are really too slow these days, and have too many conflicts. The GeForce 2 GTS-V is a better choice. One of my friends had the Radeon DDR, and it was giving him lots of trouble. You can't even see half of the objects in C&C: Renegade because of problems with the card. Not only that, but it's really slow. Get the GTS-V

Sounds like a driver issue, of which there are many of those (rage3d.com). However, GeoForce-based cards are not the clearest in 2D, and let's face it, most of the time we're not playing games, so clarity counts.
