30-70% PS and component usage

Is it true that power supplies should run at 30-70% capacity are the numbers on this web page pretty accurate?

My system runs fine right now but I am considering upgrading to a faster CPU but I will be really close to maxing out my PS (I'm likely over the 70% now).

Its how you interpret or misinterpret the numbers that make the difference!

I don't know about those numbers. According to that chart, my X2, 6800gs, optical, HDD, 2 fans, mobo and sound card MULTIPLIED by 1.5 would take me way over my Truepower 2.0 430watt.
