well, the balls with two digits painted on them are slightly heavier due to the extra paint, so 1-9 are somewhat more likely to float to the top of the air blower thingy and thus have a higher chance of being picked than other balls!

Except that they don't use a "air blower thingy that floats balls to the top" for Powerball. The way they draw numbers seems totally random to me.
