3 strikes for dial up conenction in XP and its out?

My rig @ work:

ECS5A MB & 1 GHz Duron
128 MB PC 133 Ram
8 GB IDE
Win XP Pro
3Com 56k PCI modem $39.00 cost
3COm 10/100 PCI NIC
Dmd Speedstar A55 AGP 8 MB
Pacific Digital 12/10/32 CDRW
52x CDROM

I installed clean XP Pro, updated all the patches except the CDRW ones, I created 2 users besides Admin. If I use dial up 3 times in a row, then try to use it again, it connects but will not retreive any pages, or get any e-mail.

I enabled the "return to logon screen" when screen saver starts.

If this helps, after a brief web surf I disconnect, and click start, logoff, & switch user. Perhaps this is what kills the dial up connection? Only thing I can do to correct it is to reboot.

Is this a BUG in the OS?

I had a similar problem while using Zone Aaram 2.6 with XP PRO. As soon as I turned off ZA and removed it from my computer I was able to connect to the internet any number of times.
