I have this memory (http://www.newegg.com/app/View...20-146-950&depa=0) and I was told I should run it at 2.8v, but whenever I set it there, the computer doesn't get passed the ASUS boot screen.

How do I go about fixing that?

Also, I bought a fan controller for 20 bucks, but as of now it's useless because the fans in my case WHINE LIKE HELL when I reduce their voltage, what are some cheap case fans that undervolt very quietly and cheaply?

EDIT-- Agh forgot one question:
My PSU's 12v rail has been running at about 11.3... is that normal? (Antec NeoPOWER)
 
You should be running the memory at 2.6v not 2.8..11.3v(under load?) on the 12v rail is a little low, but still within limits, so it should be ok as long as you aren't experiencing any problems.
 
Yeah, I should be running it at 2.6, but I SHOULD be running my processor at 1.8 ghz.

Is it able to support it, I was told it could...?
