3 Issues with my computer

ok, i have 3 issues with my computer. can anyone help?

1. I have 4x512mb sticks of ram. 2 are from Kingpin, 2 are from Mushkin. Yeah i know u arent supposed to mix ram vendors, but i got the name wrong and its too late now. One pair of sticks are working correctly at ddr 400, yet the other pair is only at 226 or 333 (cant remember which) instead of 400. I verified this by only installing 2x512mb at a time and looking at the speed. How can i fix this?

2. My computer gets WAY noisy after i am have played any computer game for like an hour or so. My specs are below. What case/CPU fans can i buy that would provide better cooling and significantly less noise? I keep my case next to my desk, but it is will ventilated.

3. I am currently have windows XP issues where a driver is causing windows to not even load. I booted into safe mode and ran msconfig. in the start-up tab, i turned off all of the programs except for the ones i needed (audio, video, networking, pnp, etc..) The issue is that windows wont automatically use this start up. I will start my computer, windows will load, freeze. i then restart my machine, and then windows will say 'Your machine failed last time, do u want to do safe mode, LGCTW, or normal?'. My question is that how can i get windows to always load the 'last good config that worked' ?

specs:
AMD 4600x2, stock HSF
Epox mobo
Asus P180, stock case fans
BFG 8800GTS 640mb
Antec 500+watt psu.

EDIT: the case is a P180.
 
1. I have never really had an issue with mixing ram venders just as long as they are two good companies. As for fixing it there is a section in your Bios most likely to throw up the speed of your ram. worst case scenario... drop your other ram to match the speed and oc your ram all at once lol

2. There are some kick ass fans out there i prefer anything with under 20db and over 40CFM. there is this kick ass thermaltake one i just ordered two of for my Armor case.(putting one in the roof.. woot) They are ugly as sin in my opinion but they run at 16db and push something like 60 CFM. so thats good enough for me in my book. Thermaltake White ugly as sin but kick ass fans for 12$ link.... sigh.

3. use some kind of driver cleaner and if all else fails.. do the easiest... reformat.
 
unless they gave you a description you cant unless you have a noise meter and flow meter its probably more.. look up db in google for an idea of how my db sounds are in your daily life to get an idea of how many db you would like from your pc.. my friends fans run at 30db and he has no problems with it.. me i cant handle more then 20 before it bothers me
 
Well, at 20db can you fall asleep to it? B/c when my machine is running full blast it gets rather noisy. Is there a way i can throttle it down on demand? at night i can have everything going at like 1/3rd the normal level and still be just fine.
 
after playing an hour of gaming, i took off my case and found that most/all of the sound i hear is coming from my graphics card. How can i throttle this puppy down when i am done? I dont need it going full blast when i am surfing the web.

it is an issue of proper cooling? if i replaced a case fan or two with the one you linked, would that solve the issue?
