Absolutely, especially when you think about a kid that young trying to ponder the repercussions of an act like this.
Sure, they probably knew they shouldn't have done it, but kids that young also know they're not supposed to raid the cookie jar, either, and they do that kind of stuff all the time.

They need to be probably taken away from their obviously worthless parents, but you just can't hold a young child to the same responsibility standard that you can with an adult.

I know it's one of the reasons I hate watching the news because it just proves that pretty much everything is going to hell in a hand basket in the express lane.
