3.2GHZ D0 OC problems

I have a P4C800-E Deluxe
Corsair DDR XMS 4400C2Pt
P4 3.2Ghz D0 prescott
Koolace Exos CPU,GPU,GFX

For some reason my 3.2 D0 wont break 4.16GHZ at all!!! well i can get 4.26GHZ but not in windows
i can run 4.16GHZ 1044Mhz FSB 1:1 in windows all damn week even if i drop the ram to 133Mhz (from 265) it wont boot stable I am able to boot windows and run stable on (1.375V CPU) (2.6V RAM) (1.5V chipset) @ 4GHZ but even if i go 1MHZ past 4.16GHZ it wont boot windows stable i have even pushed it to (1.45V CPU) (2.85V RAM) (1.8V Chipset) it dosnt help....

my temps @ 4.16GHZ are 40c Idle and 45.5c Load CPU, 28c Idle 35 Load Chipset, and my ram is barely warm to the touch.
I am using a Koolance Exos unit W/ 200w CPu block and a 200w Chipset block

I had a C0 core and i was able to lower the multi to 12 and get an FSB of 1400 and a CPU clock of 3.995 but it would never break 4GHZ!!!
I traded the C0 for the D0 hoping it would have been a better choice..

I dont think the problem is my MOBO or RAM can get a P4 2.4 northwood to 3.6GHZ on air...


anyone know what stepping is the best? C0,D0,E0,G1

4.16ghz is actualy a pretty good OC for a prescott...my highest out of 4 was 3.91ghz stable.

you could just give it all to me and be done w/ it... i mean if you dont want it that is :)
